Except, they are the closest. Fluttershy is the only pony that rainbowdash has ever willingly hugged, other than a group hug. Just because she pranked fluttershy doesn’t mean that they aren’t close, it just means that her pranks are indiscriminate.
 
Heh, reminds me of the difference between a normal friend and a best friend.
 
You slip and fall and faceplant on the ground. A normal friend will quickly say “OH! Are you all right?!”
 
A best friend though, after making sure you’re okay, will go “Hahahaha! Dumbass!” I can definitely imagine Rainbow Dash being the type to do that to her friends, even her best friend Fluttershy. Doesn’t mean she doesn’t care.

It’s also why Angel slaps Fluttershy, locks her out of the house, and constantly abuses her. Despite the abuse, Fluttershy is closest to Rainbow Dash in the same way Angel remains her favorite pet.

Didn’t noticed that you were the artist. I was just clarifying that I was fixing the tag because it needed to be fixed, nothing more. The art style is cute, but too much of it is suggestive/porn for my taste. That’s just me, though.
