Theres a reason discord was turned 2 stone instead of being sent to the moon. Considering he can open portals BETWEEN DEMINSIONS!, I highly believe he could just teleport back to equestria with the snap of a claw if celestia sent him there.

I’m gonna casually headcannon that her horn and hair got mangled somehow which is something that’s inevitable when your ageless either through battle or accident and she just has the wig and fake horn to cover it up until they grow back enough where Ponies won’t notice the change.
