The pic is going for the notion Applejack binds her chest to make her bustline look smaller. More than likely this is implying (at least within this pic) that Applejack is ashamed of her breasts, and/or finds them too big, and that without binding them she’d be more stacked than how fans depict Fluttershy’s chest (Personally, I think AJ would have the second largest bustline of the H7 after Flutters).
