There was also that bit in the movie that showed the carousel horses were actual, living horses turned into wood. When the carousel was ruined they escaped.

No, one of the baits that J. C. Cooger and G. M. Dark’s Pandemonium Shadow Show holds out is the promise of growing up early for impatient children (as well as renewed youth for the aging). It’s all a trick; you’re not recognized anymore, with fully-grown children the minds are still children’s minds (and sometimes one ends a freak that ironically reflects one’s character flaws), and in the long run the victims’ and freaks’ misery keeps the carnival powered.
