Cultural misunderstanding, westerners likely think that Fluttershy appeals to muslims because she is “submissive” and would be submissive toward them as a mate, instead muslim culture contains a concept called “haya” (حياء), a sort of bashfulness or timidity in the face of god and thus life itself, haya literally means “life”. Thus shyness/bashfulness is viewed as an inherently good quality in all people, life and social interaction are full of opportunities to behave terribly and thus offend god.
