The CENTRE of the Circle is Nightmare Moon herself, whom everything revolves around. The ‘inner circle’ consists of the closest satellites.

She showers Nightmare Moon with doting attention and is unquestioningly loyal, though.
The first quality is highly sought after by narcissists, and the second is highly desired by all rulers.
A pragmatic villain would see her as a useful idiot and use her accordingly, but probably keep her out of the inner circle.

Solar Supporter - Fought against the New Lunar Republic rebellion on the side of the Solar Deity (April Fools 2023).

Good to see Nightmare Moon avoiding killing her minions for minor failures. Non-lethal punishment is a good way to keep them in line without having to constantly worry about finding equally-skilled replacements of the ones you killed.
That said, Selenite is far to careless for a minion of an evil overlord. If she was working for some not as forgiving, like Darth Vader, she would be death within a week.
