Thankfully he can still talk but sadly the fact still remains that he’s demoted to being a pet.
And his actual human-world counterpart is also a non-sapient dog(prior to being able to talk due to Fluttershy’s magic), meaning the human-world labeled Spike as a pet instead of a equal being..
Which is freaking bad and it also screwed Spike over in the long run in EQG.
