You’re welcome to remove the tags where they don’t apply. Just be aware that 1: There’s a LOT of them. and 2: What counts as “big” breasts can be a bit subjective, so be careful not to get into a tag-fight with someone.

So I gather my initial interpretation of the tag was correct… note made. I’ll start by modifying the linked image… although it looks like the second one didn’t even have that tag, my mistake. First one did, though.

That’s because people tend to tag them on any images where the characters have breasts of any sort. Rather than the original purpose: Large breasts.

The particular images I looked at, both NSFW, were this >>1379696 (deleted) and its “complete” version >>1381928 (deleted) though I also ask because I’ve seen other images with characters that weren’t exactly flat (much like the linked images), but still seemed to have the “busty” tags entirely due to the character having a bust at all.

Sounds like the images you were looking at are still in a state of people trying to figure out how to describe them.
 
There should really not be both tags on the image, unless there’s more than one person in the image and one tag is for one person, and the other tag is for another.
 
But, sometimes it takes awhile for a trend to emerge, and sometimes - thankfully not very often - you end up with two people having a tag war.
 
Try reporting one or two of the images - use a reason of “Rule #2 - possible conflicting tags?” or just link a couple of them here and we’ll look.

So I recently came across an image of the CMC as anthros, and of course the “Busty Apple Bloom” “Busty Sweetie Belle” and “Busty Scootaloo” tags were there. Except… there was also the “delicious flat chest” tag, referring to Scootaloo. Which raises the question - what are those tags actually for, if a character apparently doesn’t need to be busty in an image to earn such a tag?
