It could mean both actually, coconuts been used as bikini is far more common but the nomenclature coconut bra also is widely used and not exactly wrong if you do use as a bra.
The way I see it and looking through the images this calls for a bit of an unique case with both implications since whoever searching/filtering bras and bikini will want Coconuts being part of it hehe. I have also added bikini top.

All implications have been added aside food. Coconut bra’s are made only using the shells and no longer consist as something you can eat.

Well since the majority of the world call it a bra, and it’s official name is called a “coconut bra”, I think that it should imply “bra”.

Should it really imply “bra”?
I know it’s in the name, but it’s more similar to a bikini top than anything else, especially considering it’s normally used like one.
I don’t think it should imply food, myself. Particularly considering that the edible flesh of the coconut should be hollowed out of the shell before being used as a top.
