He can consistently drop a scroll right in someone’s lap to be read, along with any relevant attachments (see the disappearing-ink jar popping into the perfect spot to replace Celestia’s normal inkwell). Only time he’s been shown to be even slightly off-target was an accidental mass-mailing.

He has exactly one target. He’s never displayed the ability to send scrolls to anyone other than Celestia, making his teleportation of limited use. The ink well either had something done to it or was the result of a gaff, since he’s otherwise unable to teleport anything besides the scrolls.
That said, using teleporting scrolls as a method of assassination is still a cool idea. Even if he’s limited to specially treated scrolls, there’s still a lot of ideas that you can use with that.

I think that since it’s so common, instead of jail time or something when caught, the thief has to go out and find new animals to replace the ones they stole and ate.
I also had this idea about Canterlot introducing meat into it’s restaurants in hopes of starting a union between ponies and griffins. It doesn’t go well.
And then there’s the stigma against meat-eating ponies. It’s not illegal, but still very frowned upon.

Diamond Tiara upholds a grand Ponyville School Bully tradition by never making fun of another student’s parents. For years, she has restrained herself from mocking Sweetie Belle’s uncool parents, Featherweight’s roided-up father, Bloom’s dead parents, and pretty much avoids even mentioning Scootaloo’s mom. It is at least partially because she loves her own dad to pieces that she upholds this unspoken, unwritten rule and “encourages” others to do the same.

Aside from pigs, chickens, and maybe goats, most livestock in Equestria consists of sapient beings… We’ve seen more cows than pigs.
I’m pretty sure that most major cities have a place or two that actually serves meat, both for carnivores, who wouldn’t be able to live off of a purely vegetarian diet, and for ponies with a passion for protein.

My ideal earth pony villain is a sociopathic manipulator who hides the fact they just enjoy hurting people behind populist rhetoric about how unicorns and pegasi have it easy.
Diamond Tiara is that sociopathic manipulator. Unlike silver Spoon she utterly lacks empathy. Her ultimate goal is to drive Applebloom to suicide.
(I’m just a little sick of the “she’s just a kid, she’ll grow out of it!” speculation at this point. Some people are just dicks, they don’t want a friend or to feel accepted, they just think its funny when you cry.)
