So Mexico’s coffers don’t go down one dime over the contruction of the wall? It’s still being made using US money?
 
Also forgive my ignorance, but are we sending foreign aid to Mexico?

Still, that’s 400 million a year that can go anywhere. Like fixing our aging infrastructure. Or increasing teacher salaries. Or putting us on the road to healthcare reform. That’s a lot of money better spent on improving lives already here rather than keeping others out.

To just cut the foreign funding like that would plunge Mexico into more issues, which would generate more refugees, illegal border crossings (crime) and potentionally (*most likely) hurt U.S. American investors who have invested into Mexican markets. And when markets of a neighbor are hurt (Mexico is not a “very poor state”, but rather a economically well developing one, despite noticeable poverty), this causes global economic damage that will hurt the USA in the end.
 
So, pulling the foreign aid would be more expensive in the end.

Actually, 348 million of those USD go to economic aid rather than security/military aid.
 
No, that’s less than half the total aid. A considerable bulk of which goes directly to armed security. But that even then 58% of the non-security/military aid is spent to subsidize Mexico’s criminal justice code to even make sure said laws enforced with said aid for the army and police are prosecuted by the courts in the first place; the two are naturally very much related with one another.
 
The rest of the economic aid, 34% on the incredibly vague “good governance” (to basically have a nominally working government) and 8% of the economic aid to civil society, or to keep people active in government. Not a whole lot “economically” going to actual economic projects in well defined areas.

I’m not saying we should pull foreign aid funding at all.
 
I’m just saying when the question of “Who’s going to fund the wall” comes up then unless Mexico literally buys all the concrete or steel (or whatever it’s being made with this week) and pays the salaries of all the workers and pays for all the private land it runs through then it’s not Mexico paying for the wall. It’s still the US using it’s own revenue.
