Based on what? What evidence do we have that dragonfire isn’t potent enough for this when used with that intention?  
If people want to get technical about it, melting a huge chunk of ice or even wrought iron in a couple of seconds isn’t exactly something normal fire can do. The more the show went on, the more it showed Spike’s fire wasn’t as weak as people thought, when he actually puts his mind into it. What with later still using it to instantly beat a giant creature many times his size.

He used it against the Roc when he first got his wings.  
It immediately made it run away when even Twilight’s beams weren’t doing much.

Well Spike did demonstrate he could easily melt a huge chunk of ice that was threatening to crush the Crystal Empire during the Equestria Games, when one of the contestants managed to freeze a cloud solid with a misfired ice arrow. To say nothing of generating enough heat to melt a solid iron padlock in a matter of seconds.

Only at that first part. They’re supposed to be extremely powerful, and yet a mediocre magic user (rarity) and small dragon who’s never really used his fire as an offensive weapon before (Spike) are somehow able to defeat a hundreds, if not thousands of years old magic-user who’s VERY powerful to begin with, but then supercharged with Grogar’s bell… yeah. Two creatures shouldn’t have been enough to overpower her.

It’s a visual metaphor/reminder for the message the series has been selling from the early days of season 1; no one can do it all themselves. Chrysalis might have power, but in the end she’s all alone. Even in the alliance, she never had the trust of Cozy Glow and Tirek, nor did they have hers. They might’ve been working towards common goals, but it was all biding time while they waited for an opportunity to stab each other in the back so they can assume power for themselves exclusively. Rarity and Spike, as well as the rest of their friends by comparison, have each other’s back and in the end will put the good of the whole over their own well being.
