Maybe. They might’ve had multiple copies and changed the hue to provide more options. In either case, it’s not all that impressive since mosiacs like this are dead-simple to make. I’ve got a program myself that can do them. Here’s an example of one I did:
 

 
I tested out said program using that image. All you have to do is set your options like resolution, how many times any specific image can repeat near itself, what directions you allow the images to be flipped and so on. Then you select an source folder with the images to be used for the mosiac, and the image you want replicated.
 
In this example when I was just testing the program I pointed it at a folder full of dragon pictures. The more pictures you have the more accurate the mosiac can be. I also reduced it for embedding, as the original is over 10MB.

Not even, they didn’t even create an actual mosiac; if you look closely at it, you can see the same image scattered across different colors. They just overlaid an image across a sea of random images.

It’s actually almost no effort at all. There are programs that will create a mosiac of any desired image using a pool of images you specify. So, download thousands of random pony pics, select the image you want to recreate as a mosiac, select the options for the program such as how often it reuses the same image, the desired size of the final image, and whether or not it’s allowed to rotate the images, then let it run.
 
And you get this. Well, almost. This one’s been modified to make it more “impressive.” It’s had the original image placed over it and the opacity lowered so it became transparent. This fills in the fine details such as the numbers on the clock and the lines in Twilight’s wing with greater fidelity than a mosiac can do.
