To be fair, Starlight, Sombra and Chrysalis either ran away or died before redemption could be offered in their first appearance. And technically Sombra never got the chance, though lets face it, show Sombra is a giant dickhead.
In fact there’s quite a few villains who got redemption on subsequent appearances. Though honestly, I think you have to show some serious willing for Twilight to give you a second try.
Chrysalis got one because Starlight had never met her before, I doubt Twilight would have been as generous. And Starlight got one both because it was increasing clear that Starlight was less a villainous mastermind and more an emotionally unstable child, and it was the most cost efficient way of beating her.
As I’ve said before, far from some all loving hero like Fluttershy, I feel Twilight’s pretty reasonable. She’ll give it a go if she feels it will avert a fight or you’re not currently a threat, but she’s not that screamish about outright killing a villain if she has to.
